Yes. However, whether the women genuinely believed they were telling the truth or not is a completely different thing, and determining which of the two a women is isn't really possible in all cases.
However, making it a crime may deter people from doing it so easily, which needs to stop. But then again, it may also prevent women who aren't completely sure about what occurred or are reluctant from going to the police. So it's not so simple, but I still think any type of deliberate hoax should be punished, people need to know that they can destroy other people's lives.
If someone is to get jail time, the woman should simply because "she" is making someone go to prison for a rape that didn't happen that "she thinks" happened. Who should be punished, the one that did absolutly nothing wrong or the one that was risking a man's life because she "thought" she was raped but actually wasn't?
If a woman doesn't understand that when she says "no" or "stop" and the man continues then it's rape, then that's her fault. It's not so hard to recognize when you're being raped if you have said "no" or "stop" but they don't stop.
However, I do realize you are trying to make it a peaceful matter that some people might not fully understand, but I am looking at it from the innocent accused state of mind, not the "not too sure" accuser.
It is as simple. If she hasn't indicated she doesn't want to have sex, yet the man continues to have sex with her, it is rape. If she doesn't want to have sex with someone, yet doiesn't struggle or indicate they don't want sex, then she feels she has been raped, and if we class that as rape, we are accusing people as rapists that had no indication that they were raping someone.
