No it's not. Chobits was serialized in Young Magazine (Akira, Initial D) and is aimed at a male audience. That's why the main character is a guy, so male readers can relate easily with him and with his situation. I put Chobits as an example because it represents those seinen manga which are more focused in love and relationships (like Wandering Son and Town of Evening Calm).
