You are right. Washing yourself with water is more hygienic. I have no idea why in the west we use paper. Probably because we had yesterday's newspaper before we started having running water.
To answer your question: we tear off a bit of paper, wipe, discard that bit, repeat operation until clean.

yeah man, i stayed in egypt for a couple yrs and toilets there all have fountains inside them that u turn on to spray water on ur ass after you take a shit. then you dry with toilet ppr. i think its better for the environment bc i used about 30 squares of ppr everytime i take a shit here. ever since i went there i feel so dirty every time i take a shit here. even those moist wipes arent the same as washing. so i have a only-shit-b4-showers policy.

i like the comment above. Why in India do you use water? Don't you have problems with water supplies. Here in America we wad a bunch of toilet paper up, shove it in our ass a few times and wipe and throw it in the toilet. Then you say: Bye Beautiful!!!

I can't believe how rude the people are on this site! If you're not gone to somewhere nicer- i think the water idea is better- but unfortunately the fountain toilets @ the hardware store are pretty expensive, so when in Rome (or America!) just keep wiping & wash your hands, I guess! And don't listen to those assholes!
