so im 13 and my 13 year old buddy has this new gf. she is pretty hot and she is talking to him about giving him a h**ndj*b. she has be4 and i know she will to my friend. me and my friend have been best friends since around kindergarden, but we've always been in competition. recently, he hit puberty and has gotten way "hotter" the girls say. iv always considered myself pretty good looking but he gets way more girls than i do. if he DOES get a h**ndj*b i will be pretty pissed off. and i dont really know y, i should be happy for my friend. and also iv had some oppurtunities myself for a h**ndj*b but have turned them down because my penis is very small(i havn't hit puberty yet really). so my questions are 1.) Why would I be so upset if my friend got a h**ndj*b.2.) Should I turn down a h**ndj*b just because my penis is small.

If you consider someone to be your friend you should support them, not compete with them. If you can't support them, it is an indicator that something is wrong. Perhaps your friendships are not of a real nature and are based upon competing rather than enjoying each others company???? It sounds this way to me. If this is the case, look elsewhere for friends otherwise change your approach in making friends. Do not look for the most popular people but seek the most compatible people as friends.
Making life long friends is about compatibility, not about popularity. The friends we make and keep long term, be it personal or platonic, are ones we share similar interests and share similar personalities, similar goals in life.
At age 13, the male body is far from being fully developed so you should NOT, NOT, NOT place any meaning or significance on your size, be it sexual organ size, height, weight, body frame, etc. Your body changes over time.
If a girl makes fun of you in any way it is a girl you do not want to be around. I've encountered dates that do offensive things, often in regards to etiquette/manners. That is ok in life, it tells me to no longer try to be their friend.
To summarize, I think it better for you to NOT have any sexual contact until you are at the minimal age of 15. Even age 15 may not be right to engage in such acts, but age 13 is too young for a guy or girl in this present age. A few hundred years ago this age frame would have been ok with society but not today. Things are far different from back then.
