Two things you have to deal with.

First, find out if it is legal in the state/country you reside. I know of a couple American teen boys that were only a couple years older than their female partners and yet got long prison sentences for having sex with a minor. As incredible as this may seem, the law is not always fair or intended to be. Here is a link that should help.

Second, if it is legal, then you have to deal with her parents. If her parents disapprove then you have to back off and stay away. Most parents of a teen girl would not approve of their daughter seeing a boy three years older than her. I have no idea what her parents/guardians think, you have to find out.

Three years age difference means nothing when you are older but at a younger age the maturity level is wide.

hmm well its against the law but alot of people those ages still do go out with each other so it is completely up to you on this one. just be careful!
