Yes, it happens to me too. J-Man is right, I run Webroot Window Washer from time to time to clean out the junk. I also run Webroot Pop Up Blocker and Webroot SpySweeper automatically each time I'm on the web. The Pop Up Blocker stops some pop ups from Is It Normal but not all of them. And, SpySweeper removes them quickly without cleaning out the cookies, but they return again as soon as I visit Is It Normal.

Webroots Pop Up Blocker, Window Washer, Spy Sweeper and Max Registry Cleaner are four software programs I find hard to do without. You can download any of them on the web but I suggest getting a CD so you have a backup of the program. The Registry Cleaner is a major help as it cleans out your computer otherwise your computer will slow down over time.
