It's my....no, you're fault.
Is it normal for a person to say that they should apologize (when they should) but never do and end up turning everything around so that it's completely the other persons fault? I mean, is it normal when a person does this consistently?

No, it's not normal. It's also really annoying. Maybe you should confront him/her?
It is not normal but it is common.This is called manipulation.The person that you're dealing with is probabley a pathological lier.The person did this either for fun or did not want to deal the consequences,or just didn't want to admit he/she is wrong.
