I don't understand the expression "going down the tubes". Like, "de city's really goin' down da tubes."

What tubes?

If it were big enough to take an entire city, it'd have to be pretty goddamn big. Have you ever seen any? Like, "hey BRUNO! Look'a that! Now that's a BIG FUCKIN' TUBE."
