Tell him to either stop answering her calls because he shouldn't be chatting on the phone for long amounts of time when he's hanging with you no matter who it is, or if he does answer, to tell her he's busy and he'll call her back later. ok here goes.... you're absolutely right, you don't want to be controlling and you can't prevent your boyfriend from talking to his ex. But, you can simply tell him it is rude to talk on the phone while he is with you. This has nothing to do with who he talks to but the matter that he directs his attention away from you while with you. He can answer the phone but then needs to tell the person politely he is busy and that he will call them back later.

I see this all the time, rude behavior by people with their cell phones. So, let him know you don't appreciate him spending time on the phone with others when you are with him. This is the proper thing to do. If he continues to do it after you inform him, then he's an inconsiderate guy and you best drop him.
