Sure. I know from personal experience I could achieve an orgasm in first grade, & maybe long before that. most of that isn't true. both genders can technically masturbate from the point they figure out their motor skills forward. i take it by "sucessfully" you meant with ejaculation, which is almost true, except of course that it's not age 12 for everyone. there's also no reason why a female could not masturbate to orgasm with her hymen intact. the hymen is inside the vagina and nowhere near the clitoris, which is the source of most female orgasms anyway, especially at a younger age.

not to mention that by definition, masturbation is touching yourself in a way that is sexually gratifying, climaxing is not inherent in masturbating.
