i have to tie my hair back when i walk (unless there is a suitable breeze)or sleep. Eating is to be a hair free zone and has to be tied back so it doesnt not drag or fall in my dinner

I have long hair, and I dont like eating with it down. I dont feel a fear, its just uncomfortable... if I can help it, I wear tied back.

To be honest, i'd not say it even WAS a problem, even if it is a phobia, because it hardly seems perticularly detremental, as long as you have a band to hand.
This is not that a problem unless you dwell on it. You do it because it makes you feel more comfortable. In a similar way, some people like to have short hair, while others prefer their hair long. You like to tie it back when eating, nothing more than a preference. I'm sure you could eat without tying it back, there's nothing more to it. And, it's NOT a phobia, maybe a bit compulsive but nothing extraordinary.
