Well recently i have deicovered my skin on my penis sticking to my bell end. and it keeps on getting further up, also there are white things on my penis. help?

it's either skin papules which are common and harmless, or it's genital warts.. check with your health care provider as you can spread genital warts to others...
always use a condom.. if you want, I can email you one.
