Sorry, this one made me chuckle a little bit.
It's normal for people to occasionally have an "accident", but if you mean someone that goes around like that everyday, then NO it's not normal.

ages 15-20, then no it's not normal.. 21 on up.. skidmarks are very common.. I know cuz I do my family's laundry and you should see my dad's and my brothers' tighty whiteys.. they look like aging chinese flags
