Toaster is just wondering:
Why is the punishment for a crime prison, or a fine. And why is the only different punishment for manslaughter and shoplifting different amounts of time in jail? Can't they think of anything different, more effective?

You have a point, and our over crowded prisons are proof of that. And judges have the flexibility to be more creative. Judge Joe Brown, from television. The reason he's on T.V is because of the brand of justice he would deliver while sitting on the Memphis, TN courts.
For instance, Let's say you come and rob my house. Brown would put you on house arrest, and you would have to sit there while I came in your home and took property valued up to what I lost. Pretty cool.

they should hang people
well you probably wont go to prison for a 1st time shoplifting.but really separating people from society who have proven they dont need to be around other people is about the only thing you can do.
