For 13 your above adverage. Even if you were an inch shorter you would be good right now. Adverage penis size for an adult male is between 5 and 6 inches. When it comes to foreskin, you may not be able to fully retract it for another year or so. If it is just tight then you can slowly stretch it, or you can get a partial circumcision. Their are a veriety of procedures that can be done to fix your foreskin if it is an issue. Talk to your doctor if you really have an issue with it.
