Ok this is wat u should do, Stand with ur back facing the toilet, and pissall over the walls, then turn around and urinate on the hand towel, and in the sink, then if theres any left try aiming at the toilet. Eventually u'll get the hang of it, and wont need to piss all over everything.

Is it just public toilets or at home as well? If it's only public, it's very likely a fear of anxiety and bladder shyness and it's not uncommon at all. You can over come this with time, however until then, you could always hold it until you get home or look for a more private bathroom.

If you can't do it anywhere, then I've never heard of this. Perhaps try closing your eyes and imagining your somewhere else. Also, you can try running the sink and see if that helps.
