Not automatically, but the vast majority of people I have known who spoke l33t were either unintelligent or very young and immature. I don't believe it is more foolish to pass judgments on people before getting to know them properly; the proportion of l33t-speakers who are idiots is high enough to make this judgment reasonable.

Sarcasm has plenty of real uses, for example to point out things or people that are ridiculous or stupid in a brief but witty way. Maybe you have only seen and heard it used badly, or are bad at it yourself.
