Well, you can ask her if she wants "to make love" (although that's not what it really is) but frankly your delivery is not that important at this stage. She probably anticipated at some point you would raise the subject and has her mind made up one way or the other. I think you already know the response you will get otherwise would have just asked by now. If she's not ready, respect it and back off. Pressuring a girl to have sex will likely end up resorting to bad sex or in other words, they will perform similar to a dead fish, and show zero passion.
