There are no rules, you have a right to talk to whomever you wish, but it's very rude to express interest in someone and then blow them off ("had other things to deal with"). And, in front of his view too. It's game playing and seems to have annoyed him, can't say I blame him. I've dealt with far worse, once had a girlfriend flirt with other guys while on a date with me, can you believe that!!! I didn't show any anger although I was fuming inside.
