Yes, it is normal. Tiny particals of smegma can accumulate and will slough off with time. If it makes you feel better, girls can experience the same thing.

If you notice any redness or swelling, have it checked out. ALWAYS keep it clean, I am sure you already know that.

It's normal as the above people said. Now if they start itching a lot or being aggrivated in anyway. See a doctor/get some meds for it. Otherwise. Don't even worry. Most of the time they pop up where hair grows.
