I am 17 and when i was like 15, i looked up incest. I know it's normal to masturbate over family because even counselors and psychologist tell people that and i know someone else who did it but i feel like i have to tell my mom because we are so close. I know i don't have to.

personally i would not tell my mom cause she might look at you differently and i would consider getting some help cause no matter what anyone tells you being incest IS NOT NORMAL!!!!

Its ok to keep secrets to yourself. Everyone has personal secrets, its healthy that way. It makes you more of an individual. There is no reason to complicate your relationships with those close to you by telling her about your fantasy.
