Im 17 years old. Im uncircumcised but my foreskin is perminantly back. if i pull it forward it will just roll back..is this normal?

No, this is not normal - you could have too tight a foreskin (not uncommon problem). See a doctor.

Try doing your own circumcision with a steak knife. That will fix the problem, and you won't be disappointed.
