Is the masterbating kid in special ed(not an insult but serious question)? Because he should also be suspended as well for indecent exposure. If he is in special ed he shouldn't be mixed in with other students because of that type of behavior.

I think both kids should be suspended for a long time to send a message to all students. Certain behaviors are unacceptable and the schools are far too lenient on students who deliberately engage in anti-social behavior. Cell phones should also be banned and any student bringing one to school should be suspended for a lengthy period, a full month at home would do fine. In the NYC school system, all cell phones have been banned.

Cell phones are being used maliciously to embarrass students and teachers by recording videos and then placing the videos on youtube. It is an invasion of privacy. The students should not be policing bad behavior, the school administrators need to grow some balls.

The school system works very slowly in keeping up with technology but in time they will learn.
