There is no standard, every female is different and you can't judge vaginal tightness by age, height or body size. I knew a woman in her early 20s who could not have sex because all four folds of tissue had not been broken. So, yes, normal. Most doctors would tell you to just go slow, use lube and give it time in regards to making it not so tight.
