Yeah it's normal. Why don't you try 2 be your own man and maybe you can get a lot more than just head. Yeah a lot of men expect head and want head but their are some women who don't do it. It all depends on her, if she wants to then she will, don't pressure her to. Maybe she thinks it's gross, not all women enjoy sucking the area that you pee out of. Not only that but if you have any pre-cum some women find this disgusting too. Ask her, if she feels uncomfortable with it, then switch to something else and forget about it until she feels it's time, which may never happen, but hey, can't have everything right? Doesn't mean that you shouldn't do her the favor, as long as she likes it. It's just how relationships are, some people like certain things while others don't.

I've noticed that every person commenting this has said to return the favor and I totally agree. It seems like no one ever thinks about girls getting anything but that they are expected to give head. So I think it is normal but only do what she's comfortable with. Give as much as you recieve, maybe even a little more and maybe she'll feel like giving you a little more.

its easier for everyone to say "return the favor" but sometimes its not pratical to return it.she may be on her period or not had a bath for a few hours or you may be in a car where its easy to whip out your tool for a knob job but not so easy to eat the clam.and yes most guys expect head as a form of foreplay.i get head probably 95% of the time before me and my wife have sex.i expect it and deserve it.
