First of all, if it's hurting you, you might have an infection, which is common with uncircumsized men if you don't clean yourself properly. it will retract on it's own when you enter a woman's vagina. If a girl is giving you head, she can retract it herself. But seek a doctor's advice about the pain your experiencing.
get circumcised
That's not really a penis. You have a tentacle, and you should remove it as soon as possible.
Get circumcised you freak.
Hi,

This is not uncommon (and not an uncommon story on this site). I've copied my comment from the last time I answered this question.

"I'm 24 and I have the same problem, though to a lesser degree I think. It's called partial phimosis. Most people's comments seem a little pro-circumcision for my liking. So i did a quick google search.

www.male-initiation.net/phimosis_treatment.html

This website seemed more balanced. Turns out the problem is pretty common. The website explains everything and your options for treatment. At the very least checking it out would mean you could go to the doctor and say that you have Partial Phimosis (and know what you are talking about) rather than having to go through the embarrasing process of explaining it."
