yes I do think it's normal for you to have feelings for someone even after you think you didn't.

seems that you lost him unfortunately... but what you can do is befriend him and ask him if he still does have feeling for you, now if he doesn't it's better to just move on, if he does, you could start up a relationship!

it's always better to take a chance and put yourself out there rather than one day think back and say "damn I should've..."

Speaking from a guys perspective, If I asked out a girl and she asked me out after I had given up, I would be thrilled. Hes not gonna care that you rejected him before, its just he wont make any effort to ask you out because he thinsk youll just reject him again. i guess you ahve to ask him out and see what happens.
