Yeah, if its a "chill" then its definately normal. When you're cold, your body moves its muscles to help keep you warm. I have this problem myself too sometimes except mine isnt a chill, so i really dont know what it is. It happens mainly in my neck area, if i hold my head still too long i get a violent twitch, and by "too long" i mean, hm, less than a minute or two. I always forget about it since it has become routine. It doesnt seem to get in the way as often anymore as it used to, maybe it was a phase. Im not one to go into the doctors office :P
Dont feel discouraged about your chills theyre perfectly normal (from what i read) ^^ But if you're worried, go and see your doctor :)
take care

I'd say thats pretty normal. If it's just a quick "chill" type twitch its all good but if it's some weird head whipping movement..idk..i'd look into it
