my brother is b-ing mean 2 r dog,b-cuz last nite he bit him right below the eye,becuz he wudn't leave the dog alon and now when the dog wants to cum in the room, he basicly kicks him out! is it normal 4 a boy 2 b mean 2 his dog that r family just got??

It really annoys me when people write like this. It really shows how the human race is regressing back into the stoneage when people couldn't speak and hadn't developed a language.
Didn't you learn in school that you should not use numeral symbols in a sentence to replace a written word? No wonder other countries hate Americans, they think we are all like degenerates like the example above. Please, do the human race a favor and either, do not reproduce, or get an education and learn some basic grammar.

Your brother bit your dog? Because he wouldn't leave your dog alone? Sounds like either you aren't being clear or your brother has issues. If the dog is the one who bit and didn't leave alone, it is perfectly natural for your brother not to want to be around it.

It's normal to not want to be arouns an animal that injured you, especially if the injury was your fault.
