On both of my legs I have a part on my calf thats dryer than the rest of my leg. No matter how much lotion I put on it, it stays dry and a light red color. Its really unattractive, and if I wear a skirt I get self concious that if someone touches my leg they'll think its gross or weird. Its more severe on my left leg, and it has a bumpy texture to it. I dont think its razor bumps because I went a while without shaving and the dryness stayed the same. IIN?

Sounds like eczema for sure. Go to a dermatologist, but you can try every day. It can work great with seriously dry skin if you use it religiously.

Eczema needs to be cured from the inside out, check your diet. It is probably a food allergy.

Could actually be a fungal infection called ringworm. Google it and see if it looks like it. If it does, some over the counter anti-fungal cream (same as used for athlete's foot) will cure it.
