Isn't the whole point of eloping that you get to avoid the mess and interference that family sometimes can bring. Maybe he just wants to wait til after you elope to tell his family, so that there is absolutely no chance of him being talked out of eloping and into a big wedding.
Who asked who here...did he ask you...'

No, this is NOT normal. If I were you, I'd hold off on that wedding until you find out what the problem is. You might just be in for the surprise of your life. Had he been married before and maybe the divorce is not final' Perhaps he has a gay lover that only his family knows about and you don't' Perhaps he's got a shady past that you are unaware of' Please pulls the reins to a halt before it's too late....you need to know what's up. A marriage built on this type of foundation will surely crumble!

OK - you know he is not ashamed or embarrassed.

Insist then that he TELL his family etc. as a declaration of his love to you. Speak up for yourself here - you don't need a formal family ceremony - but you also don't want eloping to be secretive. Let him know that this is your position, period.

My bet is that he is not telling because he will be pressured and would have to stand up for himself.
