It's fairly common. People who don't want to sit on germs or cold seats. Personally I like to get a wad of toilet paper and throw it in the water before I even sit down. Then when I take a crap it gets wrapped in the toilet paper. This does 2 things: a) No water shoots up (always uncomfortable) and b) when I flush the toilet I like to imaging the monsters in the sewers unwrapping the toilet paper thinking they got an early Christmas present.

But maybe that's just me ;)

I'm not a big fan of public toilets and I tend to do the same. Although, bacterially, your computer keyboard or chopping board is way more of an issue. Just personal prejudice, I suppose, and I share the same prejudice as you.

When I was little my mom made me do this. Its quiet normal if you ask me.

yup I do the same,even if my poop is already starting to pop out of its home..Its gross sitting down on a bare toilet seat. Imagine all the shit stains and past throw up on it.

I usually make a nest INSIDE the toilet bowl so it catches my poop so I may observe it from a better angle. Sometimes, if it's big enough, I'll take a picture of it.

Personally I chuck a wad of toilet paper down to prevent "splash up". If dumping in public facilities I either clean the seat with industrial strength disinfectant (that can be bought quite cheaply on the internet in 30 litre bottles at quite competitive prices) which I try not to leave the house without in case I am caught short, or I adopt a skier position which of course means the first precaution is even more important as the potential power of "splash up" is increased due to the greater height of ones posterior.

I would worry about clogging the toilet.

Putting toilet paper on the seat because you are scared of germs is a sign of weakness. The germs on a toilet seat will not harm you unless you lick the damn seat and unless there is a wad of shit on the seat you probably won't even get sick.
