I have had this before. My doctor just prescribes antibiotics. Oxygen in the blood is what fights infections. In the testicles it is common that not enough oxygen gets to that part of the body where infections can form....sexually active or not. The only thing is you most likely have to tell your doctor you jack off...but he/she will tell you it is normal. See a doctor.
