Uhmm, I wouldn't consider the specific fantasy "normal", but everyone has fantasies. Sounds like you watched "The Little Mermaid" a lot as a kid. Obsessions do tend to develop in early years.
As a side-note, if you want to find a way to somehow "fulfill" the fantasy, I'd suggest scuba-diving. I did that a few years ago, and while I don't wish I were a sea creature, it is still an absolutely AMAZING feeling to be able to breathe normally while deep underwater. Probably the best I'd ever felt, and it's the closest you can get to actually feeling like a mermaid. With an imagination as great as yours seems to be, it shouldn't be difficult to picture. Just make sure you have a certified instructor. (Uh, in case you're underage, I'll go ahead and say "Ask your parents' permission." >.>)
