Is it normal for a 14 year old girl to be dating?

When I was 14, I was forbidden to date... 14 seems to be a normal age nowadays for dating and though her boyfriend may seem nice, I urge that she's put on birth control and has had sex-ED. It's better to be safe than sorry.
