My cat has to have water with ice cubes in it, he's always licking the condensation off of a water bottle or something, and we have a freezer on the bottom of the fridge and every time we open it he comes running over to it and licks the side and sticks his head in.
we do live in Florida, but have the A/C on most of the year, except when it's cool out, and he has fresh water available to him. if it makes a difference he has diabetes.
