Is it normal for an older teen to wear youth sized underwear?

I am a 19 year old guy, and I prefer to wear boys, youth sized boxer briefs (XL size) instead of Mens sizes. I like how snug they fit and I like how they don't ride up. They aren't boxer briefs with cartoon characters on them or anything just solid colors, mostly greys and such.
Is It Normal?

Normal. I can only wear men's small boxer briefs if they are Hollister or AE or some such thing.

As far as my preferred brand, the Hanes with the comfort band, I wear youth XL just because i'm a pretty small guy! They look better on me then stepping up to a men's small and having a saggy looking ass!

I think it's very normal. If you are feeling more comfortable with youth sized boxers, then that's no problem.
Besides that, nobody really ever sees what underwear you're wearing, and probably if they would it would not stand out cause you just wear solid colours.
