Google says that's normal. Girls can start puberty as early as eight, though.

I got my period when I was 10 or 11. I know people who didn't get it until their mid to late teens. People hit puberty at different times.

It's normal. I officially hit puberty at 9 even though I was showing signs years before that:/ we all develop at a different rate.
