Is it normal I can not find a job right now ?

I put in atleast 13 applications and I had poeple put in some for me and helped me with them , and still no one will hire me I do not have enough money for schooling so I decided to get a job instead that I could work up in , I have no applicable skills and most the poeple I know with jobs got hooked up by family , but I still can not find anything I been trying for 4 years no one will take me I do not understand whats wrong with me but I can not even get an interview . I have good applications and I made sure I did them all correctly but no one will even give me a interview .

Try asking around friends for favours or anyone they know that is looking to hire. I think it's alot more important who you know than what you know.
All the jobs I've ever had has been through friends or aquaintances (except for paperboy). I'm awful and interviews and have never got a job through one alone.

have you tried looking in smaller or local business, something like a library or animal shelter, what you can do is go in there and ask if they need any help, Volunteer there for a little while and show your dedication, then ask for a job application, then you will have someone who works there to back you up, that's how i got a job, with no formal experience/references or anything

Try to find work in something smaller like a book or coffee shop (not starbucks!), then try to work your way up.
