Honestly you're right. Conservative attired women probably get whistled at just as much as a liberal attired ones. However, I assumed that the OP dresses liberally because from my experiences the only girls I've seen that get a second glance at are merely those that dress slutty. I usually don't see many women who wear glasses and a lot of clothing looked at the same way the liberal ones are. This whole idea of men howling at the other gender appears to be one of perspective. Some men howl at this, others howl at that. Then you have those men that howl at both. In conclusion, men like what they see as attractive, or easy, and I was relying on my past observations in order to answer the OP's question. Also, I'm very sorry that you had to deal with men like that.
"Conservatively" and "liberally" attired? I find it amusing that you made this sound politcal, when in reality that has very little to do with it. If anything, "liberally applied" clothes would mean lots of clothes, and "conservative dress" would be looking after your clothes and wearing the same ones over and over.

"Liberal" is definitely a strange attribute to apply to clothing, but "conservative dress" is certainly an understandable idiom. I think he was just looking for an opposite of "conservative dress" and reflexively used "liberal".
