Is it normal that I constantly have a runny nose?

I use about 10 packs of tissues every week because my nose is always runny which is quite annoying.
Also, the stuff coming out of my nose is all clear and almost like water and I don't ever have to sneeze, so it's completely different from having a cold. Sometimes I can't even look down because then stuff would literally drip out of my nose...is this normal?
