I believe that women must have a certain IQ to have children, or at least be able to pass a common knowledge test. They should have a steady source of income and a healthy mind.
People with severe mental disabilities such as autism or personality disorders should not be allowed to have children. They will only pass on the bad gene, resulting in more useless and dysfunctional retards breathing our air.
The reason for me thinking women must be of average intelligence to have a child is because there are so many idiot parents neglecting their children these days. The kids are out on the streets snorting cocaine, getting pregnant at twelve and looking forward to a shitty future.

I do think that there should be mandatory parenting classes, seeing as a license to have kids would never work out.

The biggest danger here, obviously, is that selective breeding would be very open to influence by people who think *they* have a better idea than the rest of the world on what makes a "better" person.
I don't think it should necessarily be IQ, because people who may not be smart can be loving, wonderful parents.
