No... I don't personally kiss my parents on the lips (not really at all anymore) but if your comfortable with it then whatever. It's your family.

It's strange that one time your Dad apparently did something different than usual but it may have just been wrongly interpreted or perhaps he accidently kissed you in a more sexual way than he intended(as weird as that sounds). He could even be embarrassed about it himself.

i'd start kissing his cheek. if he goes for your lips, reach to his other cheek. if the same thing happens, go for his other cheek again. giggle and pretend your messing with him and just quickly peck him on the cheek and quickly put your head back. say goodnight/good morning etc. and walk away. this could be a problem...

I kiss my dad on the lips, as well as my mom. It's just something we've always done and its totally normal in my family. If your dad has never been inappropriate with you in the past, its possible that you just misinterpreted things. Dads just don't turn into abusers overnight.
