Is it normal that seeing badly made websites makes me cringe as a dev?

Whenever I see badly made websites I cant help but cringe a little.
As a Web Developer it just seems to bug me to no end and I have even contacted site owners and offered to fix their sites for free just because it bugs me so much.
Is It Normal?

It's normal. I sometimes feel like if it doesn't look somewhat professional, not a lot of people would take them seriously.

Sloppily Designed, looks bad, bad functionality, invalid code and the like.

There are standards that I believe web developers and designers should adhere to and when they don't it just bothers me.

Its like when a grammar nazi sees bad grammar. I just feel like I need to fix it.

I guess that makes me a code nazi or something lol.

What about accessibility standards or EU cookie law compliance or data protection directives? Bigger operatives have to care about this. We do care about bad design and how something looks (on all the multitude of browsers out there, now increased by mobile and tablet browsing) but we do try to obey the law first.

To be honest, I'm with you. Elegance first. But I live in a world where lawyers say law first. And they're twats, so they win.

All of those are obviously important but they are less noticeable and that is part of the problem is that I don't think some notice that they are not following certain standards or that they are not acting in compliance. There is a real danger that comes from these things whether it's though ignorance or as an act of asserting power over others. Also yes tablets and mobiles are tricky to develop for due to their low end hardware, unpredictable screen sizes, and typically stricter markup. As you said law does need to come first but I was focusing more on how it bugs me when I see what I consider poor web development and design.

I don't understand why people would make such shitty websites in this day and age when there are so many good, free templates and pre-built web applications out there.

If they can't build a decent site, they should just customize a pre-made one instead.

I hate seeing those asian web sites that have the worst English interpretations. I've now noticed the same thing on many iphone Apps too.

I keep thinking, can't they just hire someone who actually speaks and writes English, because words like: You lucky buy for free $5. Is just annoying!

This includes spelling mistakes too on their website.
So this is not exactly webpage 'technical' issues, but just as annoying anyway.

I think it's pretty much human nature to dislike something that isn't well made. However, I would never offer to work for free.
