if you are a smart person you will call a local animal authorities, and if you cant find that then call a local veteinary office and they can help you, people who do such things should fuckin die..

You have to take into account that everyone is different. Even if you think its horrible you must remember that your opinion isn't always the one that matters most.
The best way to keep people from stealing your car is to get a garage. Simple as that.

The owner of the dog could possibly be an early riser who lets his dog out of the car in the early morning, when the sunlight it still too weak to heat the car.
