He lets his dog pee and poo before locking him in his car at night. The owner is a friendly person who seems to care for his dog. I wouldn't do it in the Summer though because things may get a little too warm for the dog. Could fry his brain?

You're kind of...a freak. I have a dog and in the winter or fall I know they would rather sleep in the car or the house rather than stay outside. Saying that he should be reported is like saying I should report my parents for having my dogs sleep in the garage or sleep outside in 20 degree or lower weather. You need to realize you're not the only one who matters. There are some people who have different opinions. His dog might like sleeping in the car. You don't know if he does of not. You shouldn't report someone for mistreating the dog if the dog and the person still get along well and if the dog is still happy. Its wrong to take a happy pet away from their owner and put them in the pound where they'll be killed if they are there for so many weeks.
