Although I wouldn't say it's right to judge completely and ignore all other possibilities based on looks alone, it is very fair to say that you can determine a person's personality etc quite well just by looking at them. The way we wear our clothes, hair and jewellery are all statements on ourselves. How far our brow and chin protrudes may show how aggressive we are, or how tall we are might show some other traits.
All of this is just by looking of course - and indeed it can give you a good estimate of the person on some level before you meet them - but the best way to find out about them is to talk to them.
