We use enforced and sometimes unreasonably excessive restrictions on who can drive a car, own a gun, visit other countries, get certain jobs, and many other things. People have rules for so many things, but there are effectively none on who can create and control the first 18 years of a human life. It's not until after you've ruined the lives of some children that anyone will start to notice how unfit you are to have kids, and even then most child abuse is unreported. Getting a job can involve physical testing, psychological evaluation, and background checks but the much larger responsibility of becoming a parent requires none of this. Why are job requirements more valuable than human life? The next generation has no protection from the most dangerous people out there. Being a parent needs to require psychological testing and a standardized education course about raising children if the quality of our lives is going to improve. Certain people such as rapists need to have their genitals removed to make sure they don't have kids just to use them for their sick fantasies. We owe it to our future to make sure they don't grow up affected by bad parenting.
