Males: Once you have hit puberty this becomes completely normal. In fact, it would actually be abnormal if you didn't.
Females: So long as a female understands the basic concept of sex, she can make an opinion on wheter she wants it or not. For females puberty is not a factor that causes/can cause the desire, just an amplifier to what's already there. Females can have the "desire" for sex as young as 2 or 3, even if they don't understand what it is. It's all about biology.
