I'm a girl, I'm in the 9th grade...
Today at school by lab partner was wearing these gray sweat pants ( you know the ones that hug the ankle) with socks and sandals,

Nothing, you can't freak out over petty stuff like that. If he drops his pants or shows himself then report it to a teacher, that would be crossing the line. His behavior is socially inappropriate but not worth making a fuss over.

However, if it continues to bother you or affects you in class then go ahead and report it to a teacher in private and ask that your name be kept confidential.
