My 24 year old male cousin-in-law says "er" before almost everything...for example....if he has just ate his dinner and 2 minutes later i ask him "have you had your dinner?" he sits silent for a few seconds then says err , but it's not just er...it's more of an eeeeeeeeerrrrrrrrrrrr...

That's obsessive compulsive. Its a shame, but... I could understand how that could irritate the sh*t out of you. lol
Well, some people say um before they say things. It is probably normal, but kind of annoying.
